Could and should have included The War Game (1965). Similar to Threads. Wasn’t shown on British TV for 20 years because the BBC said ‘the effect of the film has been judged to be too horrifying for the medium of broadcasting.’

Thirteen Days(2000) by Roger Donaldson. Solid cast except for Kevin Costner's annoying accent. If you actually lived through that period (I did) you can appreciate it more. A bit more scary than a flu bug with a 99.94% survival rate.

Great list, but if you’re gonna include ‘Threads’, which was on TV, you have to include ‘Edge of Darkness’ from 1985. That would probably be my #1 on this list.
