The reason it shouldn’t be on this list is because Heat’s portrayal of Los Angeles doesn’t measure up to Collateral. So if you’re gonna pick any Michael Mann movie for a list like this, the latter would be it.

LA Story! Lethal Weapon! Miracle Mile! So so many 80s to mid 90s movies were shot and set in LA. That combined with that era’s sunny grainy filmstock gave a very organic dreamlike look to these films and LA bathes in sunlight. I agree with most all of this list and you should have an honourable mention list for there are many more such titles.

They’re both good and important in the genre, its subjective on taste.

I’m not discrediting it or anything but I think In a Lonely Place is a better noir film.

Double indemnity is considered one of if not the best film noir that was made, that’s not my opinion but a majority of the opinion of film noir books and scholars on the genre.

I remember making time to see Safe on its limited run in my city when it was released in 1995. I had admired Todd Haynes’ previous film Poison which ran as part of my city’s 1991 film festival, admired it so much that I hunted down a poor-quality VHS recording of Haynes’ short film Superstar, which did not disappoint, even in what looked to be an eighth-generation dub. After viewing Safe, however, I felt that my interests would have been better-served if I’d have used that same time reading individual case histories of environmental disease. I expect more out of cinema as art, particularly from a director whose work I admire, than the inclination to bypass the cinematic experience in favor of reading reports on the subject.
